ABSTRACT

TAPERLA, Domingo T. “MODEL EDUCATORS IN THE PROVINCE OF CATANDUANES: A CASE STUDY” (Unpublished Doctoral Dissertation, Aquinas University, Legazpi City, March 2000)

This study was designed to showcase outstanding educators in the province of Catanduanes. This study is considered a breakthrough in the history of the province of Catanduanes with emphasis in the education sector. In the country, there are limited studies that dramatize the life, works and achievements of prominent educators. Hence, this study was conducted to address this need.

In the Bicol region, Catanduanes has produced educators that need to be recognized and emulated. Hence, this study was conducted in view this present scenario. There is a profound clamor that model educators must be given justice and recognition in the light of the present situation.

Thus, the study was conducted in order to provide answers to the following problems:

1. What is the profile of model educators in the province of Catanduanes in areas of: a) birth to high school life, b) educational preparation, c) career path, d) works and accomplishments, and e) elderly life?
2. What traits, values, and ethics were prized and actuated by model educators in the province of Catanduanes?
3. What are the implications of the research findings to development education?

The study used 12 model educators as the main respondents of this work. The end users of this study are the
researcher, the DECS, the TESDA, the CHED, the teachers, the students, the school administrators and the general public.

The study used several literate and studies as basis for the formulation of this theoretical and conceptual frameworks. It also used the three types of research methodology, namely: case study, historical and descriptive. Prepared interview guides were used to gather the need data of the study.

The study arrived at the following findings:
1. The profile of the 12 model educators are as follows:
They were teachers and found to be all outstanding in all their work and assigned task. They have enough academic preparations. As young children, they had ambitions and goals to achieve. They also showed outstanding persoformance among families and peers especially in schools and offices. They showed excellent works, achievement and personal life as father, mother, teacher, teacher, school administrators, and member of the community.

The following were the model educators:
a. Mr. Frediswindo F. Alcala is well known for un-selfish dedication and strong commitment to educational services.
b. Mr. Antonio T.Arcilla is the only Division Supervisor of Pilipino in the schools Division of Catanduanes who contributed to the enhancement of Catanduanes who contributed to the enhancement of Catanduanes musical culture through his unequaled elegance, Pantomina Mayor and Menor.
c. Dr. Ricardo Arcilla was the first President of Bicol University.
d. Dr.Gregoria Ad. A Benosa is the first Catandungan to become the first Regional Director of the Commission on Higher Edaucation,Regional Office No.5.
e. Mr. Juan G.Bermudo was the first Catandungan to pass the Civil Service Superintendents’ Examinations.
2. Mr.Sofio M. Gianan is the first certified Public accountant of Catanduanes College.
3. Mr. Jose T.Roxas was the first educator from Bato,Catanduanes,who became the first chief of the secondary Education Division,DECS Regional Office No.5.
4. Miss Josefina F. Tabligan was the first educator in Virac to organize the preparatory kindergarten school foundation, named after the late father, Agustin Tabligan.
5. Mr. Pedro G. Tabuzo was the first Catandunganon alumnus of the University of the Philippines College of Education. He was the first President of the Catanduanes Stage Colleges.
6. Mr. Salvador T. Tapel is the first educator from Bato, Catanduanes to become member of the Board of Directors of the Philippine Public School Teachers Association.
7. MR. Luis T. Tayo was the first from Gigmoto, Catanduanes, to become Superintendent of Sorsogon and Albay.
8. Mr. Pio S. Tejada is the first from Bato, Catanduanes, to become Superintendent of thePublic Schools Division of Catanduanes.

2. All model educators prized several traits, values, and ethics prized as teachers. The traits, values, and ethics prized and
actuated by model educators are as follows:

Under traits, the following are prized: honesty, civic consciousness, friendliness, compassionate, humaneness,
Neighborliness, courtesy, gratefulness, loving, helpfulness, professionalism, humility, and self-discipline.

The values prized and actuated by the model educators are: deep religiousity, self-sacrifice, industry, love of wisdom and knowledge, parental idealism, sympathy, and consideration.

The ethics prized by the model educators were: love for work, loyalty to service and profession, promotion of harmony and decency, recognition, self-respect and strength of character.

3. The implication of the findings of the study to development education is that: the findings of the study can be used as teaching reference, reading materials, guide for policy redirections, and model book for motivation of teachers both in pre and in-service.

The study arrived at the following conclusions:

1. The 12 model educators in the province of Catanduanes have shown outstanding and excellent achievements in all areas of their lives, work and professional services.
2. There were traits values and ethics prized and actuated by the model educators in the province of Catanduanes.
3. The findings of this research have several implications to develop education programs of the government.

In the light of these findings and conclusion, the study offers the following recommendations:

1. The provincial government of Catanduanes together with DECS shuoukd continues to recognize the efforts and achievements of the 12 model educators including those educators in the future.
2. The families of these model educators must preserve all the works, achievements and related resources of the 12 model educators so as to preserve these vital information.
3. The DECS and the NGOs must prepare a book regarding the life, works and achievements of these 12 model educators.
4. DECS, TESDA and CHED must prescribe that this book must be used in teaching values educations, principles and process of education and related subjects and course offerings.

The study offers also the following areas for further study:

1. A similar study in other provinces of the Bicol Region in order to continue the search for model educators.
2. A study of a model education administrators and pupils/subjects.
3. A study of model parents.
