ABSTRACT
IBITA, PURITA S., SEÑA, CLARO A., “GOVERNMENT AND PRIVATE SECTORS PARTNERSHIP: A DEVELOPMENT MODEL IN DAET, CAMARINES NORTE,” (Unpublished, Masteral Thesis, Aquinas University of Legazpi, 1999.)
This study centered on the joint undertaking between LGU Daet and the private sectors along partnership for development. This topic is one of the top priority programs of local government units as mandated by the local government code.
The code emphasized more on privatization for development. Hence, his study was conducted along the conditions in the municipality of Daet, Camarines Norte. This municipality has started to work closely with the private sector since 1995 and found to have existing programs along partnership. To document this program. A study was conducted in this area.
Specifically, the study provided answer to the following sub-problems:
1. What is the status of development programs of the local government to develop the municipality of Daet along:
a. Vision, mission, goals and objectives;
b. Policies;
c. Strategies;
d. Programs and projects?
2. What is the current status of development programs of the private sectors to the development of the municipality of Daet along:
a) Overall vision, mission goal and objectives;
b) Policies and regulations;
c) Strategies;
d) Programs and projects?
3. What is the status of implementation of partnership programs and projects by both government and private sectors in the development of the municipality of Daet?
4. What were the benefits realized by both government and private sectors in these participate efforts?
5. What were the constraints encountered by both government and private sectors in the implementations of these partnership efforts?
The study identified several end users and interested parties that will learn from the findings of the study. It only concentrated on the partnership program in Daet, Camarines Norte.
The study was based on the identified needs of these targeted beneficiaries. Several theories were also included as part of the theoretical basis of the research. These theories were also included concepts on public management, partnership and projects analysis and evaluation.
The research was purely descriptive type. Hence, all collected data were presented using textual and tabular form. The study used a prepared questionnaire to collect data needs. The statistical tools used include simple descriptive statistics.
The study arrived at the following results.
1. The LGU Daet cited six vision, five mission, four goals, five objectives and also five policies related to development programs. It has also enumerated eight strategies and five main projects along partnership program with private sectors.
The private sectors have also identified six vision, four mission, seven goals, six objectives and five policies related to development programs and partnership with LGU Daet. Five strategies were also cited as part of the program including nine (9) specific projects.
2. The programs and projects for partnership arrived at the following result: LGU Daet has implemented five projects and these were rated from 1 to 3 or from “not implemented” to “fully implement. The average rating was 3 or “fully implemented”.
The private sector also implemented several projects along partnership. There were seven projects and the ratings scale ranges from 2 to 3 or from “partially implemented” to “fully implement”. The average rating reached 2 or “partially implemented”.
3. There were several benefits gained by both LGU and private sectors from partnership. These are as follows:
The LGU rated the benefits gained from the projects from 2 to 3 or from “moderate” to “high”. The average rating was 2 or “moderate”.
On the other hand, the private sector also rated their benefits gained from the partnership. The projects implemented were rated from 2 to 3 or from “moderate” to “high”. The average rating was 3 or “high”.
4. The different constraints encountered by both parties for the implementation of partnership for development arrived at the following results.
LGU Daet cited eight constraints and the top rank constraints were attitudes of people towards development, businessmen do not take risk and lack of investors’ organization.
On the other hand, the private sectors cited seven constraints. The top there constraints were: red tapes to get permit, too much bureaucracy and dirty politics.
The research also arrived at the following generalizations:
1. The LGU Daet private sectors have formulated development program to effect a gradual plan to partnership and privatization in the total development of Daet.
2. The identified program and projects related to partnership program of government and private sectors in Daet have been successfully implemented despite some problems and constraints. The projects in private sectors were much implemented than in government sector.
3. The programs/projects implemented along partnership program benefited both the LGU Daet and private sectors.
4. There were several constraints experienced by both private and government sectors in the implementation of programs/project related to partnership programs.
The study offered the following recommendations:
1. Both LGU Daet and private sectors must continue to implement this model for partnership due to the laudable effects realized.
2. LGU Daet should continue to train all sector about the concept of partnership and privatization. The level of awareness of the private sector should be enhanced.
3. The LGU Daet must lead in the active organization of business sectors. They should nurture and develop this organization.
4. Local ordinances and resolutions must be formulated and implemented by LGU Daet for the support of private sectors.
5. LGU Daet must remove red tapes, too much bureaucracy in government. This can be done through total quality management ( TQM) approach
6. Private sectors must support the LGU programs on partnership. They must be risk takers ad re-orient their values toward cooperation and teamwork.
