The role of the youth to nation building cannot be over emphasized. All over the world, youth development is given priority concerns because of their roles and functions to the future generations.
In the Philippines, youth development is part of the land. Hence, the government takes the lead in the constitution of the land. Hence, the government takes lead in the continuous development of the youth. Today, both the national and local government units, were deeply involved in the development of youth leaders. One of these programs is the Sanguniang kabataan (SK).
The program is aimed to develop the leadership potentials of the Filipino youths. Every barangay has SK officers which plan out and implement program along this line. Today, all barangay municipalities, cities and province have active SK officers.
In the municipal level, the SK Federation President sit SB members. AS such, they were task to sponsor resolutions and ordinances related to the development of their members.
One province with active SK Federation President is the province of Camarines Norte. This province has 12 active SK Presidents involved in the provisions of youth development programs. This aspect need to be analyzed and assesses to determine the performance of SK presidents from 1996 to 1999.
From these circumstances, the study provided answers to the following sub-problems:
1) What is the demographic profile of the Presidents of Sanguniang kabataan ( SK) presidents in the province of Camarines Norte along:
a. Educational attainments;
b. Monthly income;
c. Parent’s education, sources of income and monthly income?
2) What is the performance of the Sanguniang kabataan (SK) Presidents in the exercise of their duties and functions as Sanguniang Bayan members in terms of:
a. Resolutions and ordinances sponsored;
b. Resolutions and ordinances approved and implemented;
c. Classification of these resolutions and ordinances?
3) What are the benefits realized from the implemented resolutions and ordinances of SK Presidents along:
a. Economic;
b. Social;
c. Youth development?
4) What factors affect the performance of the SK presidents as member of Sanguniang Bayan?
This research was found to be beneficial to several end users like SK officials, LGUs and national government agencies, private sectors, academe and general public. The study concentrated only to the SK presidents in the province of the 12 municipalities of the province of Camarines Norte.
The base years of the study were from 1996-1999. The main topics included in the study were: the profile of SK Presidents, the performance of these presidents, the benefits gained and the factors that affect the performance of these presidents.
The study used the descriptive type of study using a prepared questionnaire and interview guides. There were 12 SK presidents who provided the needed data, 104 SK officers and 11 SB members. The statistical tools used were: frequency counts, ranking and weighted means.
The study arrived at the following findings:
a. Majority or nine of the SK Presidents in the province of Camarines Norte reached College level. Only two were graduates in vocational technical and one high school graduates. They received income from P10, 000 to P18, 4400. Majority or 10 Presidents received monthly income from P15, 000 and above.
Majority of the parents of SK presidents were high school graduates. There were six fathers and eight mothers finished high school graduates. There were six fathers and four mothers were employed in government offices. All fathers were gainfully working five mothers were not working.
The monthly income received by parents ranged from P18, 000 to P34, 360. Nine parents received monthly income above P20, 000.
b. There were 346 resolutions and ordinances sponsored from 1996 to 1999 in the 12 municipalities of the province of Camarines Norte.
The highest number of resolutions and ordinances sponsored were discovered in the following towns: Daet with 82; Talisay with 50 and San Vicente with 50 resolutions and ordinances. The least number of resolutions sponsored were discovered in the following towns: San Lorenzo Ruiz with 6; Sta. Elena with 6 and Capalonga with 4. Out of 346 resolutions sponsored, only 173 or 50 percent were approved while 125 or 36 percent were implemented and only 48 or 14 percent were not implemented.
From these 346 resolutions and ordinance acted upon, 57 or 17 percent were classified as economic; 136 or 39 percent social and 153 or 44 percent were classified as youth development.
c. The economic benefits gained by the following respondents from the implemented resolutions and ordinances of SK Presidents were: the computed weighted mean ranged from 209 to 3.39 or from “fair” to High. The computed average rating was 2.58 or “high”.
The benefits gained from these resolutions and ordinances implemented by SK presidents got the following ratings scale: the computed mean ranged 3.27 to 3.68 or from “high” to very high”. The average rating obtained was 3.31 or “high”.
d. According to the SK Presidents, there were five factors that affect the performance of SK president. Rank wise, the highest rank factor was lack of time due to education while the least factor was leadership skills.
The SB members also cited five factors that affect the performance of the SK president. The highest rank factor was academic qualifications of SK president while the least factor was attitudes and traits of the Presidents.
Lastly, the SK officers also named five factors that affect the performance of SK Presidents. The highest rank factor was leadership skills while the least factor was support from LGU.
From these findings, the study concluded that:
1. The SK president in the province of Camarines Norte were academically qualified to their present positions. They have parents gainfully employed and both received income above poverty line.
2. The performance of SK president in the province of Camrines Norte favorable because they sponsored and acted upon resolutions and ordinances addressing the economic, social and youth needs.
3. The benefits gained from the implemented resolutions and ordinances of SK presidents in the province of Camarines Norte were realized it the maximum level particularly in the social and youth development aspects.
4. There were factors which affect the performance of SK Presidents in the province of Camarines Norte.
The researcher offers the following recommendations:
1. The SK presidents must continue and complete their academic program in college. AS much as possible, they should only enroll in the province where they are elected as SB members. They should also prepared plans on how to balance between studies, work and related activities.
2. The parents of SK president must support their children finish college degrees. These support needed include spiritual, emotional, social and other needed concerns.
3. The SK presidents must closely monitor their resolutions and ordinances sponsored. They should monitor its approval and implementation phases of these result ions and ordinances. They should established good relationship with SB members and mayors for its full approved implementation. A corresponding evaluation of the effects of these resolutions and ordinances must be conducted to determine its impact for policy redefinition and refining.
4. The SK Presidents must balance the resolution and ordinances sponsored along three like economic, social and youth development must be integrated so that the effects to the youth will be comprehensive.
5. The SK Presidents must attend trainings on the following topics:
a. Leadership skills
b. Values and attitudes
6. The local government units particularly the SB members and mayors should support the functions and activities of SK Presidents. Funding support must be provided to trainings and other projects implemented by these leaders.
7. The SK officers and members must also cooperate and support the operations and activities of all SKs in the entire of Camarines Norte
