ABSTRACT

MOLATO, MIGUEL C. “THE IMPLEMENTATION OF THE AMENDED NATIONAL DEFENSE ACT COMMONWEALTH ACT NO.1), IN THE BICOL REGION,” (Unpublished Master’s Thesis, Aquinas University, Legazpi City, Master of Public Administration, March, 2004).

This study determined the implementation of the amended National Defense Act (Commonwealth Act. No. 1), in the Bicol Region. Specifically, this study answered the following questions. 1) What is the status of the implementation as amended by the National Defense Act of the Philippine Air Force-Reserve Officer Training Corps (PAF-ROTC) program along: objectives, activities, trainees and staff and personnel 2) What is the level of implementation as amended by the National Defense Act of the PAF- ROTC program as perceived by the respondents in terms of : objectives, activities, trainees and staff and personnel 3) What are the strengths, weaknesses, opportunities, and threats as amended by the National Defense Act of the training program based on : objectives, activities, training staff, program of instruction and facilities) What are the problems encountered by the training program as amended by the National Defense Act in terms of : training staff personality ,program of instruction and facilities 5) What measures can be recommended to enhance the program?

Findings

The salient of the study were: On the status of the implementation as amended by the National Defense Act of the PAF-ROTC program along:

Objectives. The highest overall mean was 4.42 or “Good” on the objectives of the PAF-ROTC program is to develop civic consciousness and good citizenship among the youth. The findings revealed that the least overall mean was 4.20 or “Good “on the preparation of the youth for the vital role in nation. Activities Lecture as one of the important activity reveals that the lecture’s personal characteristics on wearing of proper uniform were important with an overall mean of 4.48 or “Good”. The least with a overall mean of 2.46 or “Fair” was on the Drill time for 1 hour. Trainees The trainees were Active with an overall mean of 4.36 or “Good” while the least with an overall mean was 4.28 or “Good” was on physically fit for training. Staff and Personnel The highest overall mean was 4.54 or “Excellent” on commandant. It shows that the assigned officer was capable and knowledgeable to handle the program. While the least overall mean was 3.29 or Fair on Non Commissioned Officer, It revealed that the enlisted personnel should be guided in the program, since most of these were newly graduates on Basic Military Training (BMT).

The perceptions of the respondents on the implementation as amended by the National Defense Act of the PAF-ROTC summarily appeared “Good” on the objectives of the program. The findings revealed that the purpose of the program on objectives has been attained. Activities Lecture and drills and ceremonies were the two main activities of the ROTC conducted every training day. The findings revealed, that lecture was summarily “Good”. While on the drills and ceremonies shows that the least overall mean was 2.03 or “Poor” on 1 hour drill. It shows that the activities were conducted successfully. Though drill time got the least or poor rating, yet, the standard time for drills and ceremonies was 3 hours. Where it got the highest overall mean of 3.28 or “Good”. Trainees The trainees were Active with the highest overall mean of 4.36 or “ Good”, while the MABA trainees show that the highest obtained weighted was 4.50 “ Excellent” on well disciplined ,yet it got 4.40 or “ Good” on Active . It shows that the conduct of training differs, where instructors from NCF gave emphasis on the disciplinary measures. Staff and Personnel The commandant serves as the overall in charge of the program obtained weighted mean were 4.50 or “Excellent” on well disciplined, yet it got 4.40 or “Good” on Active. It shows that the conduct of training differs, where instructors in MABA gave emphasis on the disciplinary measures. Staff and Personnel The commandant serves as the overall in-charge of the program obtained an overall mean of 4.54 or “Excellent”, shows the importance of seminars attended. While, the least obtained overall mean of 3.29 or ‘ Fair” on Non-commissioned Officer, revealed that there was a need of supervision on the part of the Non Commissioned Officer In-charge where it got the least obtained weighted mean of 2.60 or “ Fair” among the instructor.

Strengths, Weakness, Opportunities and Threats. The SWOT analysis on the Implementation of the amended National Defense Act (Commonwealth Act No. 1), in the Bicol region based on; objectives, activities, training staff, program of instruction, facilities was undertaken to support the recommendation to enhance the program. On the problems encountered by the training program as amended by the national Defense Act in terms of; Training Staff Personality. The total frequency of 50 or “First” rank was on the training staff’s concern and dedication towards his work. Program of Instruction. The total frequency of 64 or “First” rank was on the presentation and explanation of the lecture. Facilities. The adequacy of classroom was the first rank. On the measure can be recommended to enhance the program. It reveals the lectures, drills and ceremonies should be followed based on the program of instruction were it appeared as the first rank.


Conclusions

Based on the findings, the following conclusions were deduced: The status of the implementation as amended by the National Defense Act of the PAF-ROTC program in Naga College Foundation and MABA Computer College as evaluated by the respondents were “Good” along the Objectives, Activities, Trainees and Staff and Personnel. The level of implementation as amended by the National Defense Act of the PAF- ROTC program as perceived by the respondents were “ Good” along the Objectives, Activities, Trainees and Staff and Personnel. There were strengths, weakness, opportunities and threats identified by the respondents along Objectives, Activities, Trainees and Staff and Personnel. The level of implementation as amended by the National Defense Act of the PAF-ROTC program as perceived by the respondents were “Good” along the Objectives, Activities, Trainees and Staff and Personnel. There were strenghths, weaknesses, oppurtunities, and threats identified by the respondents along the objectives, activities, training staff, program of instruction and facilities. The problems encountered by the training program along: training staff personality, program of instruction and facilities were ranked based on the identified problems. The recommended measures to enhance the program were also ranked based on the given solutions.

Recommendations

Based on the findings and conclusions, the following recommendations were advanced. The status of the implementation as amended by the National Defense Act of the PAF-ROTC program along: objectives, activities, trainees, and staff and personnel reveal that the program was conducted properly. However, it must be carefully reviewed in order to be more applicable to the present situation. Since it is now under the National Service Training Program or RA 9163. The implementation of the PAF-ROTC program should be carefully monitored and assessed by the commanding officer assigned. In order to have a uniformed implementation of the program, and to avoid confusion among cadets, the responsibility is on the respective area commanders. The strengths and opportunity of the PAF-ROTC program should be maintained in accordance with the AFPRG-310-021 and the weaknesses and threats must be addressed accordingly. The problems encountered by the training program can be corrected through the conduct of proper administrative inspection in the area. The recommended solutions to enhance the program are the following: Lectures, drills and ceremonies should be followed based on the program of instruction, strict implementation of the program and assigned training should be qualified to conduct the ROTC program. In addition to the above cited solutions. The enactment of the RA 9163 or the National Service Training, which palces ROTC as an optional program that leads to the sudden drop on enrollment in the different colleges and universities, revision on the existing program of instruction and activities should be given priority, like the interaction of some Field Training Exercises undertaken by regular members of the AFP and the professional approach of the assigned personnel, where it is included in the program of the Armed Forces on the professionalism of its members. This must be given a priority so that the program shall be more viable and interesting, for the students that could pre-empt the possible extinction of the program.
