Analysis on the Transportation Management of th Congested area of Legazpi City/ Bryan Basanta

It is a way to minimize the conflict between the different modes of transportation. Legazpi City, the component city of the province of Albay in Bicol Region, suffers from the lack of transportation management. The said experiences congestion is some of the major roads. This study sought to answer the following questions; 1) What is the actual level of service in the selected in Legazpi City? 2) What are the possible solutions as to the design of the roads that could lessen congestion? It was the objective of the study to identify the level of service of some road sections, determine the problems that cause road congestion and provide reasonable suggestions to lessen the issue of congestion. This study focused on two major elements of the road that is vehicles and pedestrians. This study was intended for the following beneficiaries: the City and Provincial Government Officials of Albay because this study can bring them awareness on the current situation of their jurisdiction; the commuters within Albay because if the problem will be addressed, the commuters cam minimize the time spent in travelling, the students and researcher because this study can serve as reference in other researches. The research used a qualitative research, a covert observation where the research did not participate and observe the situations in its natural contexts. The research used tally sheets and photos to gathered data. The tool that was used to check the adequacy of the road and vehicle as the element is level of service. The research had stations and determined the density by counting the number of vehicles that pass in a span of 45 minutes. The Counting was made into three trials. The density was the determinant on the level of service that the road matches. The pedestrian was also counted on the same stations. The research identified the volume of pedestrians as jaywalkers and non-jaywalkers. After all the data were gathered and statistical treatment was made, the researcher found out that the main reason for the congestion was pedestrians. The roads are still adequate in terms of the volume of vehicles. In stations 1, 2, and 3, the research found out that the jaywalkers but the volume of pedestrians that cross is high that its congestion which is the intersection that is nearby to each other. The reason for its congestion is already outside the scope of this study. The research recommended, installing railings in Stations1, 2, and 3 to separate the pathways of vehicles and pedestrians. Footbridge is recommended in Stations 1, 2, 3, and 4 stations since mentioned experience high volume pedestrians. For stations with numerous jaywalkers, the research recommended to implement city ordinance that imposes penalty and sanctions to jaywalkers.
