General note | ABSTRACT RAYEL, JOYCE JAZMIN, “IMPACT OF TOURISM INDUSTRY IN THE PROVINCE OF ALBAY” (Unpublished Dissertation, Aquinas University of Legazpi, March 2004). This study determined the impact of tourism industry in the province of Albay to improve current efforts in attaining a more sustainable tourism development. Specifically, it sought answers to the following questions: 1) What is the status of tourism development in the province of Albay as perceived by the tourist in terms of attractions, amanitas and accessibility? 2) What are the strengths, weaknesses, opportunities and threats of tourism industry in the Province of Albay as perceived by the respondents in terms of economic, socio-cultural and environmental aspects? 3) Is there a significant difference between the perceptions of the respondents on the strengths, weaknesses, opportunities and threats of tourism industry in the province of Albay?4) What is the impact of tourism industry in the Province of Albay as perceived by the residents and stakeholders in terms of economic, socio-cultural and environmental aspects?5) Is there a significant relationship between the perceptions of the respondents on the impact of tourism industry in the Province of Albay? Using a descriptive –correlation method, a survey among 140 tourist, 100 stakeholders and 340 residents was conducted. Representatives came from the academe, private employees working in the principal establishments of the industry and government employees assigned at the various tourism offices in the province. Structures questionnaire, informative interview and ocular visit were the techniques used to obtain information. The required statistic were computed using software Statistical packages for Social Science (SPSS 7.5 version). Findings revealed that the tourist rated the status of tourism in the province of Albay in terms of attractions, amenities and accessibility satisfactory. The strengths of tourism in the province are current improvement on roads and highways leading to areas of tourist interest, presence of historical and cultural landmarks, varied local industries of the province and maintenance of peace and order situation in major areas where there are tourism activities. Weaknesses are: insufficient funds to finance tourism projects, prostitution or sex tourism practiced by some and Albay as one of the typhoon belt areas. Opportunities of tourism in Albay include tax incentives for tourism investors, recognition of tourism as a means to promote peace and eliminate conflict and environmental consciousness of the local people. Identified threats are presence of more developed tourist destinations outside the province, commercialization of human relationships and damage and destruction of natural resources and ecosystem by facilities or activities or activities for tourism. It also found out that there is no significant difference, between the perceptions of the residents and stakeholders on the strengths, weaknesses, opportunities and threats of tourism in the province of Albay. As to the impact of tourism in the province, it is moderately felt and observed by the residents and stakeholders. It is also found out that there is a significant relationship between the perceptions of the resident and stakeholders on the impact of tourism in Albay. The study concluded that the status of tourism in Albay signal bright prospects of the industry in the future, determining the strengths, weaknesses, opportunities and threats of tourism helps to fully maximize the economic, socio-cultural and environmental opportunities of tourism; there is no significant difference between the perceptions of the residents and stakeholders on the strengths, weakness, opportunities and threats of tourism industry in the Province of Albay; impact of tourism may be create both positive and negative effects ; there is a significant relationship between the perceptions of the residents and stakeholders on the impact of tourism industry in the province of Albay. Based on the findings and conclusions of this study, the following recommendations are forwarded: multi-stakeholder participation and inter-agency coordination must be established and all parties must work closely together in the spirit of interdependence and mutual interest to address complex problems of the industry; an inventory of all tourism assets and resources of the province and profiling of the guest in the province must be made to identify what type of tourism development must be initiated; capability building programs should be provided to the front liners of the tourism sector and government officials to increase their capability to handle and manage new tourism products of the province; the Department of Tourism, provincial Government and other local tourism organization must come up with plans and coordinate strategic policy decisions on preserving cultural heritage, achieving economic advantages and protecting the environments; local participation in the crafting of tourism master plans must be encouraged to avoid mothballing that leads to non-ownership of the plan; environmental and social researches must be used as baseline studies in formulating tourism plans and established monitoring programs must be utilized to assess and minimize negative impacts of tourism development; National Government Organizations and financial institution’s must consider providing soft loans for small- to medium- size tourism related projects; local government units must integrate in their fiscal policy the awarding of tax incentives to tourism investors to entice both local and foreign business to venture on tourism related investment; travel service sector of the industry must create and organize special tour package of cultural and historical landmarks of Albay; infrastructure development must be made to areas with tourism potentials to provide access to visitors ; intensify promotional campaign on attractions that are truly commendable but seldom visited by tourist; and event organizers must think of unique activities showcasing diverse culture of Albayanos that will highlight the celebration and encourage more residents and civil organizations participation. |
