General note | ABSTRACT LOSITAÑO, FELIX M., KNOWLEDGE MANAGEMENT RESOURCES AND PRACTICES OF THE PROVINCIAL AGRICULTURAL SERVICES IN THE PROVINCE OF ALBAY,” (Unpublished Master’s Thesis, Aquinas University of Legazpi professional Schools, Legazpi City, October 2006). The primary purpose of public organization is to provide service to the people. The ultimate goal is to improve the quality of life of everyone. Thus, the quality of the service provided by public organization has to be acceptable to their clients. In this fast changing world, public organizations have to cope with the public’s needs in order to be considered as relevant. They have to innovate through the introduction of new ideas, concepts, principles and practices in their daily operations. One discipline that is gaining acceptance in public organization is knowledge management. It is an innovative tool that can improve on the performance and service delivery among public organizations. This study was conducted to determine the knowledge management resources and practices of the provincial Agricultural Services in the province of Albay in order to improve on the management practices of the office. It specifically answered the following sub-problems: 1. What are the knowledge management resources in the provincial Agricultural Services in terms of: a. Research and b. Extension 2. What is the extent of utilization of these knowledge management resources? 3. What knowledge management practices do the provincial Agricultural Services undertake in terms of: a. Knowledge creation, b. Knowledge retention, c. Knowledge transfer, and d. Knowledge utilization? 4. What is the extent of implementation of these knowledge management practice? 5. What problems are encountered in the implementation of the knowledge management practice? 6. What strategic interventions can be recommended in order to enhance the knowledge management practices? This study used the descriptive method of research using primary and secondary data. Primary data was generated using the survey questionnaire, Secondary data came from the records of the provincial Agricultural Services, books, journal, publications, graduate theses and the internet. The respondents of the study were the official and technical staff of the provincial agricultural Services. Findings The following were the salient findings of the study: 1. The Provincial Agricultural Services possesses knowledge management resources both for research both for research and extension. The research resources included two experimental farm lots, pH meter, Solis laboratory and twenty-five Subject Matter Specialist that can undertake technology verification and technology demonstration researches. The extension resources included computers, digital camera, colored printer, photo copier, flip charts, laptop computer, and telephone line and extension manpower like the media researcher/writer, artist/illustrator, photographer/videographer, computer encoder and agricultural broadcaster. In addition the office can borrow equipment from the other provincial offices. 2. The research resources got a rating of 3.01 for extent of utilization, describes as frequency utilized. This meant that they were used from 26 to 50 percent of the time. Among the research, the experimental farm lot was always utilized while the rain gauge and the minimum and maximum thermometers were seldom utilized. The extension got a rating of 3.01 for extent of utilization, also described as frequency utilized. This meant that the extension resources were utilized from 26 to 50 percent of the time. Among the material resources for extension use the flyers, magazines, brochures and posters were often utilized which meant that they were used from 51 to 75 percent of the time. Seldom utilized extension materials were the videos, the laptop computer with LCD projector, and the audio visual van. 3. The PAS implemented knowledge management practices. For knowledge creation, it performed technology verification and technology demonstration trails for rice, corn, vegetables and root crops. For knowledge retention, the results of the research activities were stored in the file of the office and in the computers and its related data saving devices. The research results were also translated into extension materials. For knowledge transfer, the practice that got a high rating were knowledge transfer through flyers, brochures, posters, and radio program. For knowledge utilization, the means by which the farmers learn of the utilized knowledge was through the flyers which got a high rating. 4. In terms of the extent of implementation of the knowledge management practices, the rating was 3.30, describes as average. This meant that they were practices from 41 to 60 percent of the time. Among the four general activity areas knowledge management, knowledge creation got the highest rating 4.41, describes as high extent of implementation, this meant knowledge creation activities were being performed from 61 to 80 percent of the time. Knowledge retention had the lowest rating of 2.61, describes as average extent of implementation. 5. The primary problems encountered in the implementation of the knowledge management practice were: lack of technical know how in the preparation of printed extension materials, lack of the necessary computer hardware and software needed to prepare the extension materials and the lack of research equipment. 6. The recommended strategic interventions to solve the problems were: purchase of equipment needed for the research activities, establishment of partnership with research institutions and the academe, purchases e of equipment for extension materials preparation and reproduction. Conclusions The following conclusions were derived: 1. The PAS possesses research and extension resources. They were used to conduct knowledge management activities. However, the resources were inadequate or lacking. 2. The existing resources were frequency utilized .However, there is still room for improvement in terms of utilization. While the experimental farm lot was always utilized other resources were seldom used. 3. The PAS personnel performed knowledge management practices using the available and borrowed resources. 4. The extent of implementation of the knowledge management practices as average. This meant that they were implemented from 41 to 60 percent of the time. The extent of implementation of the knowledge management practices can still be increased. 5. There were problems encountered in the implementation of the knowledge management practices. These problems affected the extent of implementation of the practices. The problems can be linked to the inadequacy or lack of the resources needed to perform the knowledge management practices. 6. The recommended strategic options which were translated into an action plan will solve the identified problems and will operational knowledge management within the Provincial Agricultural Services. Recommendations Based on the findings and conclusions of this study, the following recommendations were offered: 1. Provide the Provincial Agricultural Services with the necessary research and extension resources. Relatedly, the technical staff has to be trained on the proper utilization of these resources in order to internalize knowledge management in the day to day operations of the office. 2. Increase the extent of utilization of the knowledge management resources. This will translate into intensified research and extension activities. 3. Expand the activities within the four general areas of knowledge management more specifically on knowledge retention. Transfer and utilization. 4. Increase the extent of implementation of the knowledge management practices within the provincial Agricultural Services. 5. Solve or remedy the identified problems that affect the implementation of the knowledge management practices. 6. Implement the recommended strategic interventions to solve the identified problems through the adoption of the proposed action plan designed to integrate knowledge management in the operations of the provincial Agricultural Services. |
