General note | ABSTRACT Title: ASSESSMENT OF THE PUBLIC SAFETY BASIC RECRUIT COURSE (PSBRC) IN BICOL REGION AUTHOR: BESANA MA. GIANELLI, Q. ACC.NO: 0839 ABSTRACT: BESANA, MA. GIANELLI, Q. “ASSESSMENT OF THE PUBLIC SAFETY BASIC RECRUIT COURSE (PSBRC) IN BICOL REGION” This descriptive evaluative research brought to light the collective implications of the nature, the perception of the conduct of PSBRC, the level of success, the level of usefulness and the effect of the course on the professional development of police officers relative to their knowledge skills, attitudes and habits. Such collective implications were the main anchors for designing a model for an enhanced PSBRC. Parameters for the nature of PSBRC. Include: the course content; the objectives; and the instructional characteristic. Parameters for the respondent’s assessment include: the objectives; relevance of the course; sufficiency of the schedule; effectiveness of faculty; adequacy of instructional materials and facilities; and appropriateness of Training on OJT. Parameters for the level of success of the PSBRC include: responsiveness; motivation; and professional development of the PNCOs. Parameters for the usefulness of the PSBRC include: character, commitment and competence. Parameters for the design or model for an enhanced PSBRC include: the structural and theoretical components, the relational components, and matrix on the implementing guidelines. Utilizing a stratified random sample of 131 Police Non Commissioned Officers of the Bicol Region as respondents for the survey and documentary analysis on the nature of the PSBRC, the study established major generalizations. (1) The PSBRC is a mandatory ten-module comprehensive course mandated by R.A 6975, section 66 as amended by R.A 8551 and implemented within a four-month period. It has a range of instructional strategies for a comprehensive implementation of the course. (2) The PSBRC has been assessed to be relevant and appropriate. (3) The mean level of success of the conduct of the PSBRC is borderline responsive. (4) The mean level of usefulness of the conduct of the PSBRC is “useful”. (5) The effect of the PSBRC is satisfactory. (6) A design for an enhanced PSBRC requires at least five major components; and (1) Determination of required competencies and determination of behavioral attributes; (2) Development of competency test instruments; (3) Strategic approaches; (4) Enhancement of the PSBRC components; and (5) HRD pro-active career path mapping using an electronic data base or information system. Reasonable conclusions drawn from the findings include: (1) The current nature of the PSBRC is not able to successfully complement the high expectations of the public; (4) The current usefulness of the PSBRC is not optimal; (5) The effect of the PSBRC is not yet optimal; and (6) The design for an enhanced PSBRC is necessary for adoption or for use as basis/framework for improving the effectiveness and efficiency of the PNCOs of the Bicol Region. Various recommendations have been advanced in this study. These include: (1) Detailed study of the nature of the PSBRC; (2) A need to match the curriculum with the required competencies and behavioral attributes of the PNCOs; (3) Study possible parameters for measuring the success of the PSBRC; (4) Establish continuing trainings for the PNCOs; (5) Study possible parameters that are culturally acceptable for the measurement of the effect of the PSBRC on the PNCOs; and (6) Adoption f the model and the suggested enhancements to the PSBRC. |
