Brizuela, IMPLEMENTATION OF SANITATION CODE BY THE STREET FOOD VENDORS IN CAPANTAWAN, LEGAZPI CITY, (An Undergraduate Thesis, Aquinas University College of Nursing and Health Sciences Rawis, Legazpi City, 2010 ) Sanitation is very important aspect in our lives that we need to practice, for us to be safe from any harmful diseases that we can get through poor sanitation and hygiene. Poor sanitation and hygiene are major contributors of diseases. Providing safe and clean environment is basic in ensuring the health and well being of each individual . The health of the people is given a big importance, that's why all the efforts of the public services should be directed towards the protection and promotion of health. This research was conducted to determine the level of compliance of the street food vendors to the sanitation code and the problems they encountered in complying with the Sanitation Code of the Philippines particularly on the Chapter III Food Establishment program. The researchers sought to find answers as to what the level of compliance of the street food vendors is on the implementation of the Sanitation Code (PD 856); what are the problems encountered by the street food vendors in following and complying on the Food Establishment program of the Sanitation Code (PD 856); and lastly what are the measures that may be proposed to improve the implementation of the Food Establishment program of the Sanitation Code (PD 856)? The study utilized the descriptive method of the study to gather the data needed. To meet the purpose of the study, the researchers used survey questionnaires as the main instrument in data gathering. The 80 respondents from Capantawan, Legazpi City were identified using Total Enumeration. After the data was gathered, it was analyzed and interpreted through textual and tabulated form; statistical tools were frequency, weighted mean, and ranking. The findings were based on the data gathered from the respondents. In terms of status of implementation of the sanitation code, majority of the street food vendors complies with section 25 of the sanitation code of the Philippines which states that “utensils are immersed first in hot water for disinfection before use” with a weighted mean of 3.81 and interpreted as mostly complied. “Availability of health certificate” and “sell foods that were obtained from sources approved by the local health authority” both got the second highest weighted mean of 3.68, interpreted as mostly complied. “Availability of comfort rooms” got the lowest weighted mean of 2.51 which is interpreted as poorly practiced. In terms of the problems encountered by street food vendors in compliance to the sanitation code, all of the problems indicated were seldom encountered. “Lack of proper training and education on food sanitation” got the highest mean of 3.44 and “uninformed street food vendor on the sanitation code ordinances, other rules and regulation related to food industry” got the second highest mean of 3.43. “Lack of support from concerned government agencies” got the lowest mean of 3.23. The researchers have come up with the following conclusions: Among all the standards stated in the sanitation code of the Philippines (PD 856), most street food vendors comply with Section 25 which is about the immersion of utensils in hot water for disinfection before use while majority of them do not comply with section 21 which is the availability of comfort rooms in the area where they sell their products. The low level of compliance to the sanitation code by the food vendors accounts for their lack of proper training and education on proper handling and sanitation of food. The researchers recommended the following: Most of the respondents do not have available comfort rooms for the customers for their personal necessities, the study's recommendation regarding this problem is that the area should have at least two comfort rooms for male and female. Based on the findings, most of the street food vendors are not aware of the existing rules and regulations stated in the sanitation code. The researchers recommend that the level of awareness of the street food vendors should be increased regarding the existing rules and regulations of the sanitation code (PL) 856). Proposed qualitative research or mixed research about street food vendors should be conducted to further assess and improve their level of compliance to the Sanitation Code and to identify more helpful measures to ensure food safety. A study on all the food vendors should be conducted in order to identify more factors that affect their compliance to the sanitation code that had been overlooked by this study. The researchers propose the following measures: To resolve the problem on the lack of comfort rooms in the area, the local government unit should allot a budget in putting up at least two available comfort rooms for the customers. The vendors are responsible for the maintenance and cleanliness of the comfort rooms. The concerned government agencies and officials should conduct seminars and trainings on proper food handling and preparation and only those who attended the seminars and training should be given a corresponding permit. Information dissemination through posters and distribution of pamphlets about proper food sanitation may also be helpful in improving the awareness of street food vendor on the sanitation code.
